Human Resources Director

Iowa Legal Aid is looking to fill a Human Resources Director position. This is a confidential management classification. Under the direction of the Chief Financial Officer, the Human Resources Director provides support on a wide variety of regional and state-wide human resource responsibilities, programs, and initiatives.
Acts as a strategic partner and serves as the human resource expert for the organization, providing day to day consultation with deputy directors, managers and staff on human resource matters to include but not limited to: recruitment, screening, evaluation and selection of new hires; complex employee and labor relations issues; performance management, training and development, interpretation of human resource policy, local, state and federal employment laws, and interpretation, administration and adherence with collective bargaining agreements.
Direct and support the administration of timesheets, payroll, benefit enrollment, benefit notifications, and personnel file management and compliance.
Manage employee and labor relations matters for the organization and state-wide escalations to include; grievances, investigations, arbitrations, and performance and disciplinary matters in compliance with human resource policies and collective bargaining agreements.
Investigates allegations of employee misconduct, harassment, and/or discrimination; receives complaints; conducts confidential interviews; and provides written findings and recommendations to management for the organization as directed by the leadership team.
Serves as a mentor and consultant to the leadership team in escalated or complex matters pertaining to human resources for the organization as directed by the leadership team.
Represents management's case in labor relations/grievances, worker's compensation and employment hearings for the organization as directed by the leadership team.
Maintains and supports effective relationships with labor union representatives; third party leave administrators, workers compensation and unemployment insurance claim administrators and works in collaboration with various agencies and the Board of Directors.
This position oversees and consults managers and staff on local, state and federal guidelines to include but not limited to; EEOC, ADA, ADAAA, FMLA, Department of Labor, wage and hours, etc.
Directs and coordinates new employee orientation and onboarding for the organization. Recommends and leads the development and continued enhancement of new employee orientation and onboarding programs statewide as directed by the Chief Financial Officer.
Oversees engagement with new hires before their start date to provide necessary information (e.g. benefits enrollment, work schedule, chain of command, etc.); monitors and provides executive summaries on retention and turnover and develops programs to enhance engagement for the organization.
Consults and advises managers on policy issues and interpretations of collective bargaining agreements; while also advising covered and non-covered employees of their employment rights and entitlements.
Assists the leadership team with review and initial development of job descriptions and participates in the job classification review. May participate in various Iowa Legal Aid committees.
Participates in collective bargaining negotiations and regular union relation meetings as directed by the Chief Financial Officer.
Assists with planning, developing, implementing, and evaluating various programs and initiatives to include; succession planning, leadership development, employee engagement to advance and support efforts to create a great place to work.
Attends seminars, workshops, and meetings and stays abreast of new developments and changes in the human resource profession and aligned policies, guidelines and best practices.
May conduct office hours in various assigned locations as needed.
Performs additional duties as required.
Minimum Qualification Requirements
Knowledge, Skills and Abilities:
Broad and general knowledge of and ability to interpret/apply pertinent laws, case law, code, rules, contracts, employment policies, collective bargaining agreements, best practices and procedures.
Experience working with collective bargaining agreements and union covered employees.
Knowledge and ability to consult on matters related to adherence of equal employment opportunity (EEOC), affirmative action (AA), Americans with Disabilities Act (ADA/ADAA), Family Medical Leave Act (FMLA), Department of Labor, wage and hours, and other human resource aligned local, state and federal laws, regulations and guidelines.
Strong verbal and written communication, analytical and problem-solving skills, ability to assist management through the exercise of sound judgment and discretion in analyzing problems and recommending appropriate action using a consultative approach.
Ability to develop and maintain effective working relationships with the leadership team, management, staff, administrators, and leaders from other agencies and branches of government.
Structures tasks, plans and objectives, to establish priorities, set goals, and solve problems in a quick and effective manner with minimal oversight.
Presents effectively both orally and in writing with the ability to collect, analyze and summarize complex data and ideas.
Ability to work with confidential information on a regular basis.
Bachelor's Degree from an accredited college or university in business administration, public administration, human resources, labor or industrial relations, or a closely related field is required.
Minimum of four (4) years human resource generalist experience required; to include responsibilities within compensation/payroll, benefit administration; labor and employee relations; policy administration, training and development; performance management; talent acquisition/recruiting.
SPHR/SHRM-SCP or PHR/SHRM-CP Certification through the Society for Human Resource Management is highly preferred.
